If a Fire Prevention Inspector finds that the equipment for protection against fire on or in any building or premises is not in proper condition and in conformity with all laws, ordinances, rules and regulations relating thereto, he shall order in writing that such equipment be placed in proper condition and in conformity with all laws, ordinances, rules and regulations relating thereto.
