Council finds it to be in the interest of the residents of the City to provide for the regulation of a Small and Disadvantaged Business Enterprise Program to stimulate new employment opportunities, to assist in the development of existing City businesses, and to encourage businesses to locate and remain in the City, and to this end, Council enacts this article.
