(a) A water distribution system shall be installed to furnish an adequate supply of water to each lot, with adequate main sizes and fire hydrant locations to meet the specifications of the Middle Department Association of Fire Underwriters and City standards.
(b) All new or replacement water supply systems within the flood prone areas shall be floodproofed to a point one foot above the regulatory flood elevation to eliminate infiltration of flood waters into the systems and discharges from the systems into flood waters.
(c) Access to fire hydrants shall be required for all developments. Fire hydrants shall be located no more than 1,000 feet apart and within 500 feet of any structure and shall be approved by the City Engineer and Fire Department. To eliminate future street openings, all underground utilities for fire hydrants, together with the fire hydrants themselves and all other supply improvements shall be installed before any final paving of a street shown on the development plan. (d) If water is to be provided by means other than by private wells owned and maintained by the individual owners of lots within the subdivision or development, applicants shall present evidence to Council that the subdivision or development is to be supplied by a certificated public utility, a bona fide cooperative association of lot owners, or by a municipal corporation, authority or utility. A copy of a Certificate of Public Convenience from the Pennsylvania Public Utility Commission or an application for such certificate, a cooperative agreement or a commitment or agreement to serve the area in question, whichever is appropriate, shall be acceptable evidence.
