The County Council, as the governing body of the county, finds that there is a substantial need for the establishment and creation of an Economic Development Board which will conduct an adequate planning program for the stimulation of economic activity and the development of the business and industrial potential of the county. The County Council finds that such a board would promote and increase industrial and business development, encourage and promote economic development and expansion, coordinate development efforts and activities of local and state agencies and promote the involvement of public and private participation in development activities, all of which will enure to the benefit and welfare of the county and its citizens.
