The County Council finds as an incident to the enactment of this subchapter that the dumping, throwing, dropping, discarding, deposit, discharge or disposal of litter, garbage, rubbish, trash, or other solid waste or any similar material upon any public or private property in the unincorporated area of the county is or may be injurious to the health, safety, well-being, and welfare of the county and its citizens; destroys the aesthetic beauty of the county; and is a continuing threat to the environment. The Council finds that the dumping, throwing, dropping, discarding, deposit, discharge, or disposal of litter, garbage, rubbish, trash, or other solid waste or any similar material upon any public or private property in the unincorporated area of the county constitutes a nuisance and is prohibited.
