§ 56.100 PUBLIC NUISANCE DECLARED.
   The County Council finds as an incident to the enactment of this subchapter that the burning of any item or substance upon any public or private property in the unincorporated area of the county in violation of this chapter is or may be injurious to the health, safety, well-being, and welfare of the county and its citizens; is or may be a source of deleterious smoke and odor; and is or may be a continuing threat to the environment. The Council finds that the burning of any item or substance in violation of this chapter upon any public or private property in the unincorporated area of the county constitutes a nuisance and is prohibited.
