The fire official shall approve any alternate, provided the official finds that the proposed design, use or operation is satisfactory and complies with the intent of this code, and that the material, method or work offered is, for the purpose intended, at least the equivalent of that prescribed in this code in quality, strength, effectiveness, fire-resistance, durability and safety.
   (B)   The fire official shall require that sufficient evidence or proof be submitted to substantiate any claim that may be made regarding any use. Any approval under this section shall also be subject to the approval of the building official whenever the alternate material or method involves matters regulated by the building code.
