(A) There will, annually, be a special ad valorem tax levy by the County Council, to be recommended by the Fire Advisory Committee and determined by Council upon all taxable property within the district for the purpose of defraying the costs of providing rural fire protection services.
(B) All monies collected from the tax levy shall be placed in a fund restricted to providing fire protection services within the county rural fire district.
