Except when a special hazard exists that requires lower speed for compliance with the uniform act regulating traffic on highways or this chapter, the maximum lawful speed on any unpaved street or road under the jurisdiction of the county shall be 35 miles per hour, and no person shall drive a vehicle on a street or highway under the jurisdiction of the county at a speed in excess of the maximum limit.
