Whenever the county authority shall determine on the basis of engineering and traffic investigation that the maximum speed permitted on streets and roads in the jurisdiction of the county by the uniform act regulating traffic on highways is greater or less than is reasonable and safe under the conditions found to exist upon a highway or part of a highway, the county authority may determine and declare a reasonable and safe maximum limit thereon which:
(A) Decreases the limit at intersections;
(B) Increases the limit within an urban district but not to more than 60 miles per hour during daytime or 55 miles per hour during nighttime; or
(C) Decreases the limit outside an urban district, but not to less than 35 miles per hour, except as hereinafter provided.
