(A) The fees set forth herein shall be applicable to the functions listed and such fees shall be turned over to the county treasurer, who shall make a monthly accounting of the funds.

(B) Special adoption events. The County Manager may reduce the adoption fee for a specific period of time to encourage adoptions. The Animal Control Supervisor must publish on the county web site and post in the shelter an advertisement that states the beginning date, end date, and the adoption fee for the special adoption event.
