For the purpose of enforcing the provisions of this subchapter, the county manager or other authorized agent of the county is authorized and empowered to enter upon the premises of any person, entity or establishment subject to the provisions of this subchapter and to make inspections, examine and audit books and records and determine compliance with the provisions of this subchapter.
