The county and the special tax district are hereby authorized and empowered to enter into contracts with municipalities, entities and persons for the use of county solid waste collection facilities upon the terms and conditions and for the rates, fees and charges as may be approved by the County Council or the county manager pursuant to standards established by the County Council from time to time. All contracts shall incorporate by reference all ordinances adopted and regulations promulgated by the County Council for the use of county solid waste collection facilities.
