(A) Each permit or approval granted by the public works department is conditional and shall be subject to the capacity and ability of the county municipal solid waste landfill or other county solid waste collection, storage, treatment, processing, recycling and disposal facilities to receive, process and dispose of the material or substance at the time of delivery.
(B) The right is reserved unto the county to refuse to accept any materials or substances tendered for deposit or disposal in the county municipal solid waste landfill or any other county solid waste collection and disposal systems for collection, storage, treatment, processing, recycling or disposal.
