The primary responsibility for the enforcement of the provisions of this chapter is devolved upon and delegated to the county manager, who shall enforce the provisions of this chapter through one or more employees designated for that purpose. All lawfully constituted law enforcement officers in the county are hereby empowered to enforce and carry out the provisions of this chapter.
