(A) This chapter shall be known and may be cited as the "York County Cable Communications Regulatory Ordinance," and it shall become a part of the ordinances of the county.
(B) This chapter shall take effect and be in force from and after the date as established herein.
(C) All ordinances or parts of ordinances in conflict with the provisions of this chapter are hereby repealed. The provisions of this chapter are hereby declared to be severable, and if any provision or section of this chapter is declared to be unconstitutional or unenforceable by the final order of a court of competent jurisdiction, such declaration shall not affect the constitutionality, legality or enforceability of any other section or provision of this chapter.
