The County Council, as the governing body of York County, South Carolina, as an incident to the enactment of this chapter, has made the following legislative findings and determinations:
(A) The county finds that it is authorized and empowered by S.C. Code §§ 58-12-30 et seq., to regulate the operations of any cable television system which serves customers within its territorial limits by the issuance of franchises.
(B) The County Council finds that it is necessary and proper to exercise its power to grant franchises for the provision of cable television service in the unincorporated area of the county in order to provide for the orderly control of cable television system and services.
