The chairperson of the commission shall receive a salary as set from time to time by Council, and the other members of the commission shall receive compensation as set from time to time by Council, which compensation shall be paid out of the general funds of the commission. The other administrative costs and expenses of the operation of the commission shall be prorated and paid by the chairperson of the commission out of the funds in the possession of the commission as are in excess of the amounts required to make payment of the principal and interest of any notes, bonds or other obligations under its custody and control.
