10-3-5: APPLICABILITY:
   A.   The provisions of this title are in effect upon all land within the boundaries of each district established.
   B.   No lot or parcel of land, nor any building, shall be used or occupied for any purpose or in any manner not specifically permitted in the regulations as applicable to the land use district in which such lot or building is situated. (1973 Code § 17.20.050)
