9-2-4: DESIGN STANDARDS:
   A.   General: The standards set by this section shall be the minimum standard of the city, unless otherwise established by the city council within the hearing process required for approval of a planned unit development tentative map. Compliance with Nevada Revised Statutes sections 278A.240 to 278A.360, inclusive, shall be required. (1973 Code § 16A.16.010)
   B.   Minimum Site Area: The minimum site area is a gross three (3) acres. (1973 Code § 16A.16.020)
   C.   Types Of Units: A planned unit development may consist of attached or detached single-family units, townhouses, cluster units, condominiums, garden apartments or any combination thereof. (1973 Code § 16A.16.030)
   D.   Fire And Emergency Standards: Fire hydrants shall be installed and provided with minimum fire flow requirements as specified in the uniform fire code, appendix III-A of division III, inclusive. Fire hydrant locations and distribution as specified in appendix III-B. (1973 Code § 16A.16.040)
   E.   Fire Lanes: Fire lanes shall be provided as required by the fire district. Fire lanes may be grass areas. (1973 Code § 16A.16.050)
   F.   Exterior Lighting: Minimum lighting within the proposed development, public or private, shall conform to the street lighting requirements of title 11 of this code. In addition, outside lighting will be required on all pedestrianways, common use facilities, parking lots, etc., as recommended by the city. (1973 Code § 16A.16.060)
   G.   Parking Requirements: A minimum of two and one-half (21/2) parking spaces per dwelling unit shall be provided. One space minimum shall be provided at each dwelling site within the project. (1973 Code § 16A.16.070)
   H.   Setback Requirements: The perimeter of the proposed planned unit development shall have a minimum twenty foot (20') setback, measured from the stem wall or footing of a structure to the property line. Building setbacks from one structure to the other shall be a minimum of ten feet (10'), measured as described above. Building setbacks from a street, public or private, shall be a minimum of twenty feet (20'), measured from the stem wall or footing to the right of way, if public, or edge of street improvements, if private.    I.   Streets Or Drives, Construction And Design: The streets or drives within a proposed development shall be public. All design standards of title 11 of this code (subdivision ordinance) shall be required. The internal streets or drives proposed shall also consider the following minimum standards:
      1.   Structural Standards: All structural standards, i.e., grading, base, and pavement per standards and specifications of the city (Orange Book);
      2.   Minimum Width:
         a.   Traveled Way: Minimum travelled way width twenty four feet (24') for two-way traffic and minimum twelve feet (12') for one- way traffic. No on-street parking with this design width;
         b.   Right Of Way: Minimum right-of-way width may be less than otherwise required, depending on the type of design proposed and subject to approval by the city prior to submission of a tentative map;
      3.   Inspection Of Improvements: Construction of all improvements shall be subject to inspection by the city public works department;
      4.   Street Signs: All streets or drives shall be clearly identified with standard city street signs and located per city requirements. (1973 Code § 16A.16.090)
   J.   Utilities: All utilities for service to the planned unit development shall comply with the respective service entities, i.e., TV, cable, telephone, electrical, water, sewer, etc. With respect to services provided by the city, the following requirements shall apply:
      1.   If each individual living unit within the PUD is proposed to be sold with the land as a lot, parcel or envelope, the privilege-to-connect fee of the city shall apply to each such living unit regardless of the location of the meter or meters.
      2.   If each individual living unit within the PUD is proposed to be rented or leased, the fee schedule should apply based on line and/or meter size for the first unit and a lower additional fee for the second and subsequent units, as adopted and amended from time to time by the city council.
      3.   All utilities shall be underground. (1973 Code § 16A.16.100)
