8-4-17-11: INFILTRATION/INFLOW COSTS:
Costs for treatment of infiltration and inflow shall be included with the operation, maintenance and replacement expenses and shall be distributed among all customers in proportion to their usage of the treatment facilities. (1973 Code § 13.40.430)
