8-4-17-9: ANNUAL USER CHARGE RATE (UCR):
The annual user charge rate shall be based on the following formula for one equivalent dwelling unit (EDU).
   Annual User Charge
   Rate (per EDU) = (OM&R budget)
   (Total EDU on system)
