8-4-17-1: SEWER REVENUE SYSTEM:
   A.   System Responsibility: The city's sewer revenue system shall be responsible for the fiscal operations of the city's wastewater treatment facilities. The sewer revenue system shall consist of several rate components, with appropriate accounts maintained as deemed necessary. (1973 Code § 13.40.260)
   B.   Components: The components of the system shall include:
      1.   Capital Charges: Assessed to customers to recover nonOM&R costs;
      2.   User Charges: Assessed to customer to cover normal OM&R costs;
      3.   Sewer Connection Charges: Assessed to customers through fees charged to new users of the system for the privilege of connection to and use of the system as defined in section 8-4-17-2 of this chapter;
      4.   Fees, penalties and special charges;
      5.   Sewer Fund: There shall be created in the city treasury a fund to be known as the sewer fund to which sewer revenues shall accrue and from which funds shall be disbursed for all purposes necessary to maintain and operate the city sewer system. (1973 Code § 13.40.270)
