A. No person except the public works director or someone authorized by him, shall tap the mains or pipes of the city water system or in any way interfere with the works or service of said system.
B. No person, without permission of the public works director, shall enter any buildings or enclosure, climb up any ladder, tower or tank of the water system or touch any machinery, material or tools, or open any fire hydrant, change any meter, gauge, register or valve, or in any way interfere with the property of the city water system.
