8-2-13: RESTRICTED USE:
The city council may, by motion, restrict the use of city water from time to time by the implementation of either of the orders of restriction set forth below. The orders of restriction need not be applied in sequence.
   A.   First Order: The first order of restriction shall limit water use as follows:
      1.   Residences and businesses with addresses ending in even numbers may use water only on even-numbered days of the month; and residences and businesses with addresses ending in odd numbers may use water only on odd-numbered days of the month, for the following uses: for sprinkling of lawns, gardens and shrubbery; the washing of vehicles (except commercial car washes); and other similar exterior uses.
      2.   Users who do not have a specific address may use water for the reasons specified in subsection A1 of this subsection on Mondays, Wednesdays and Fridays only.
      3.   Water use in the event of an emergency shall be excluded from this order of restriction.
   B.   Second Order: The second order of restriction shall prohibit the use of water for the reasons specified in subsection A1 of this section.
   C.   Compliance Required: No person shall wilfully violate this section or any restriction ordered by the city council.
   D.   Penalty: Any person who wilfully violates this section or any restriction ordered by the city council in accordance herewith shall be punished as provided in section 1-4-1 of this code. (1973 Code § 13.08.090)
