8-2-7: OPENING AND CLOSING CURB COCKS:
   A.   Done By Public Works Director: The turning on and off of the city water at the curb cock shall be done by the public works director or some person designated by him for that purpose.
   B.   Prohibited: No person other than herein stated shall at any time or for any purpose close or open such cock. (1973 Code § 13.16.090)
