1-8-2: DEFINITIONS:

IMPROPER GOVERNMENTAL ACTION: Action taken by an officer or employee in the performance of official duties which is:

   A.   In violation of state law or regulation;

   B.   In violation of city code, ordinance, or regulation adopted by the employer;

   C.   An abuse of authority;

   D.   Of substantial and specific danger to the public health or safety; or
