Except for a nonresident who is at least sixteen (16) years of age and is authorized by the state of his residency to drive a motorcycle, a person shall not drive a motorcycle upon a street or highway within the city, unless such person holds a valid motorcycle driver's license issued pursuant to Nevada Revised Statutes chapter 486 or a driver's license issued pursuant to Nevada Revised Statutes chapter 483 endorsed to authorize the holder to drive a motorcycle.
