All owners and operators of taxicabs shall maintain their equipment in good mechanical condition at all times. They shall not operate such vehicles without adequate brakes and lights or with any mechanical defect that would tend to affect the safe operation of such vehicle. The Village Manager shall have the right, at all times, to inspect licensed taxicabs for mechanical defects.
