The fee for the license required by Section 866.02 shall be twenty dollars ($20.00) per taxicab to be used by the licensee. Each license shall be issued by the Village Manager by and with the approval of Council only after it has been ascertained that the conditions of this chapter have been complied with and that the public convenience and necessity require the licensing of such taxicab. Licenses shall be issued for the calendar year only. No license shall be transferable and no rebate shall be made for each unused portion of a license.
