All employees of the Village, except those already employed at the effective date of this Charter, and those appointed directly by the Council as provided herein, shall be hired by the Village Manager. The Village Manager shall from time to time recommend to the Council for approval employment regulations including a schedule of positions together with job descriptions, rates of pay, probationary periods and conditions of promotion. All hiring and promotions shall be in accordance with the latest approved employment regulations. Employees hired for these positions, after the appropriate probationary period shall be regarded as classified employees. Council may by Ordinance define or redefine specific positions as unclassified.
