SECTION 78. ANNEXATIONS AND ABANDONMENTS.

Council shall have authority to exercise within limits prescribed by the Constitution of Ohio, all powers possible for municipalities in matters of annexations and mergers, accepting subdivisions, and accepting and vacating streets, alleys and other rights of way. When streets or alleys are abandoned, all rights of way and easements for utility purposes shall be retained by the Village.
