Planning recommendations shall be considered by the Council in the regular procedure for ordinances and shall be put into effect as planning ordinances if adopted by affirmative vote of the majority of Council members. Any modification of such ordinances shall before adoption be submitted to the Planning Commission for its recommendations. The Council may overrule such recommendations by a vote of the majority of its members.
