The Village Manager shall be chosen solely on the basis of executive and administrative qualifications with special reference to actual experience in, or knowledge of, accepted practice with respect to the duties of the office as herein set forth. At the time of appointment, the Manager need not be a resident of the Village or State, but during this tenure of office, the Manager shall within a reasonable time establish a residence within Greene County or an adjacent county. If the office of Village Manager is vacated by death, resignation, permanent disability or otherwise, the Council shall designate some properly qualified person to execute the functions of the office.
