SECTION 15. PRESIDENT OF THE COUNCIL.

At its first meeting each newly elected Council shall elect one of its members the President of the Council who shall be the presiding officer of the Council. The President shall be empowered to execute legal instruments for the Village but shall have no other administrative functions.
