The Council shall consist of five members elected from the Village at large. The two candidates receiving the highest number of votes shall serve for four years and the next three highest shall serve for two years. At least three new members shall be elected each two years thereafter. At each election the two candidates receiving the highest number of votes shall serve for four years. Candidates receiving the next highest votes in succession will fill the remaining seat or seats and serve two years. A tie between two or more candidates for the office of the Village Council shall be decided by lot under the direction of the election authorities, as provided by the general election laws of the State.
