632.01 DEFINITIONS.
   As used in this chapter:
   (a)   “Apartment” means that portion of a dwelling consisting of one or more rooms arranged to be occupied as a separate unit.
   (b)   “Commission” means the Human Relations Commission of the Village, as established in Chapter 276 of these Codified Ordinances.
   (c)   “Council” means the Village Council.
   (d)   “Discrimination” means any difference in treatment based on race, sex, sexual preference, color, religion, national origin, handicap or ancestry, or for reasons not applicable alike to all, and includes segregation, except that it shall not be discrimination for any religious or denominational institution to devote its facilities exclusively or primarily to or for members of its own religion or denomination or to give preference to such institution to promote the religious principles for which it is established or maintained.
   (e)   “Domestic partnership” refers to the non-marital intimate relationship of two adults of the same or different sex, who share a common residence and affirm that they share responsibility for each other's common welfare, and have signed and filed a Declaration of Domestic Partnership with the Village. Domestic partners will be deemed to have an “intimate” relationship and to “share responsibility for one another's common welfare” if they execute a Declaration of Domestic Partnership affirming that such facts are true.
   (f)   “Dwelling” means any building or portion thereof designed or used as the residence of one or more human beings.
   (g)   “Employee” does not include any individual employed in the domestic service of any person.
   (h)   “Employer” includes any person employing four or more persons within the Village and any person acting in the interest of an employer, directly or indirectly.
   (i)   “Family” means a human being living alone, or two or more human beings living together as a single housekeeping unit, using common cooking or living facilities.
   (j)   “Handicap” means a medically diagnosable, abnormal condition which is expected to continue for a considerable length of time, whether correctable or uncorrectable by good medical practice, which can reasonably be expected to limit a person's functional ability, including, but not limited to, seeing, hearing, thinking, ambulating, climbing, descending, lifting, grasping, sitting, rising or any related function, or any limitations due to weakness and significantly decreased endurance, so that he or she cannot perform his or her everyday routine living and working without significantly increased hardship and vulnerability to what are considered the everyday obstacles and hazards encountered by the nonhandicapped.
   (k)   “Housing accommodation” means any building, structure or portion thereof which is used or occupied as the home, residence or sleeping place of one or more human beings.
   (l)   “Intimidation” means committing a specified crime against an individual, or group, exclusively or in part, because of that victim's race, creed, color, national origin, ancestry, sex, handicap, age or sexual preference.
   (m)   “Labor organization” includes any organization which exists for the purpose, in whole or in part, of collective bargaining or of dealing with employers concerning grievances, terms or conditions of employment or for other mutual aid or protection in relation to employment.
   (n)   “Person” includes one or more individuals, partnerships, associations, organizations, corporations, legal representatives, trustees, trustees in bankruptcy, receivers and other organized groups of persons.
   (o)   “Place of public accommodation” means any inn, restaurant, eating house, barber shop, public conveyance by air, land or water, theater, store or other place for the sale of merchandise, or any other place of public accommodation or amusement where the accommodation, advantages, facilities or privileges thereof are available to the public.
   (p)   “Sex” means gender.
   (q)   “Sexual orientation” means a person's actual or perceived heterosexuality, bisexuality, homosexuality, or gender identity, by orientation or practice.
   (r)   “Sexual preference” means sexual orientation or the manifestation thereof.
   (s)   “Share a common residence” means that both domestic partners share the same residence. It is not necessary that both domestic partners have title to the property where they reside or the legal right to possess the common residence. Two people may share a common residence even if one or both have additional residences. Domestic partners do not cease to share a common residence if one leaves the common residence but intends to return.
   (t)   “Single-family private dwelling” means a dwelling designed or used by one family.
   (u)   “Two-family private dwelling” means a dwelling designed for or used by two families and consisting of just two apartments.
