(a) No person being the owner of, or having charge of, any dog, cat, or other animal pet, shall allow that animal on the grounds of the Street Fair during the official times of the Yellow Springs Street Fair, as it is authorized by the Village of Yellow Springs from time to time. For purposes of this section, the grounds of the Yellow Springs Street Fair shall be as defined by the legislation authorizing the Yellow Springs Street Fair from time to time, including all space within the outer boundaries of the Street Fair, including, but not limited to, the Bryan Center, public right-of-ways, sidewalks, all green spaces, buildings and paved areas within the designated area. This prohibition shall not extend to the owner or one having charge of any animal used to assist that owner or individual due to the owner or person in charge having a handicap or disability for which the animal provides assistance.
(b) Whoever violations this prohibition is guilty of a minor misdemeanor.
