618.19 LEASH REQUIRED.

(a) Any person who takes any dog upon any public right-of-way or any lands belonging to another (without the property owner's permission) shall, at all times, maintain absolute, physical control of such dog by means of a leash.

(b) Whoever violates this section is guilty of a minor misdemeanor.
