618.13 CONFINEMENT OF BITING ANIMALS.
   (a)   No person owning, harboring or keeping a biting animal shall suffer or permit such animal to go unconfined upon the premises of such owner, harborer or keeper. For purposes of this section, proper confinement for such animal shall mean that it is securely kept within a building, or within an enclosed and locked pen or structure having secure sides and top, and a bottom either secured to the sides or embedded within the ground at least one foot below the surface.
   (b)   Whoever violates this section is guilty of a misdemeanor of the first degree.
