(a) Sidewalks are primarily for the use of pedestrians, and pedestrians shall have the right-of-way thereon.
(b) The riding of bicycles and other non-motorized wheeled devices on sidewalks where there is no bicycle path on the same side of the street shall be permissible, except as hereinafter prohibited, but subject to the right-of-way of pedestrians.
(c) The parking of bicycles and other non-motorized wheeled devices on sidewalks, except in areas specifically set aside therefor, and the parking of them in a disorderly manner, shall be prohibited.
(d) The riding of bicycles and other non-motorized wheeled devices on sidewalks shall be prohibited as follows:
(1) When a bicycle path exists on the same side of the street; or
(2) In the downtown business area, defined as and including the following streets:
A. Xenia Avenue from Limestone Street to Corry Street;
B. Short Street from Walnut Street to Xenia Avenue;
C. Glen Street from Xenia Avenue to an alley;
D. Corry Street from Dayton Street to an alley;
E. Dayton Street from Walnut Street to Corry Street.
