Any final decision may be appealed to the Village Council by the applicant, permittee, or any person affected by the decision. Any appeal shall be filed with the Village Clerk within two business days after notice of the decision. The Village Council shall act upon the appeal at the next regularly scheduled Village Council meeting held more than two days and less than ten days after the filing of the appeal. If no such meeting is scheduled or if a regularly scheduled meeting is not held within such time, the Village Manager shall call a special Village Council meeting to consider and act upon such appeal within ten days after the filing of such appeal.
