204.02 ADDRESS STANDARDS.
   (a)   All structures within the Village shall have designated street numbers. Even numbers are assigned to east and north sides of each street and odd numbers to the south and west sides.
   (b)   Numbers previously assigned and designated for existing structures within the Village shall be maintained as such on the Village records to the extent applicable. New numbers shall be assigned and certified for new construction at the time of the application for a zoning permit or a building permit.
   (c)   Each address shall be displayed using numerals and letters at least three inches in height on a contrasting background so as to be clearly visible from the street. Miami Township Fire and Rescue offers compliant signage to all residents served by the district.
   (d)   Addresses shall be displayed near or on a fanlight, transom, door, doorframe or doorstep facing the street, or upon a sign in the yard or tree lawn immediately in the front of the entrance or driveway. If the structure is located more than fifty feet from the front lot line, the address may instead be displayed near the sidewalk, driveway or common entrance to the structure(s) on the property unobstructed by vegetation, gates, posts, or fencing so the address is visible and legible from the street pavement.
   (e)   The Miami Township Fire Chief and Village Chief of Police may assist the property owner with a determination of where the address should be displayed to facilitate ready location of the structure and any subunits by first responders.
   (f)   In structures of multiple-addressed occupancies, numbers shall be displayed for all the different occupancies in a manner as to clearly designate the correct number for each portion of the structure. Where multiple structures or division of a single structure into multiple occupancies on the same parcel so requires, half numbers or other designations ("apartment," "suite," "unit," etc.), may be assigned.
   (g)   As used in this section, "front" means the side of a structure which faces the street to which the number of the structure has been assigned.
   (h)   Addresses shall be assigned based on the distance from the datum line set forth in Section 204.01 of the Village Codified Ordinances, and any subunits of an address shall be designated based on best practices set forth by the U.S. Census Bureau in the Topologically Integrated Geographic Encoding and Referencing System ("TIGER"), United States Postal Service Publication 28 ("Postal Addressing Standards") and the Urban and Regional Information Systems Association (URISA)/United States Federal Geographic Data Committee (FGDC) - Street Address Data Standard as promulgated or hereafter amended.
   (i)   This section does not prohibit any owner or occupant from displaying the address number in more than one location on the premises, or in another manner, such as script, so long as the basic requirements of this section are met.
   (j)   The owner, agent, lessee, occupant, tenant or other person, partnership or corporation having control of any structure within the Village is responsible for display of address information consistent with this section.
   (k)   The Village Manager, or his or her designated representative, is authorized to enforce compliance by assessing the actual cost of compliant signage and installation by Village personnel on the property's utility bill along with a civil fine of up to fifty dollars ($50.00) if written warnings are ineffective to achieve compliance within sixty days.
