212.02 ETHICS TRAINING.
   (a)   Within thirty days of hire for any employee, or within thirty days of appointment or administration of the oath of office for any appointed or elected official, the employee or official shall complete at least one hour of training from the Ohio Ethics Commission or a comparable resource and shall submit proof of training (such as a completion certificate) to either the Village Manager or Clerk to be maintained in the same manner as acknowledgments under Section 212.01(b).
   (b)   After initial training is completed, all appointed and elected officials and employees shall complete an additional minimum half-hour training session at least once every three years and submit documentation to the Village as appropriate.
   (c)   The Village Solicitor and/or Clerk may coordinate general ethics training with the Ohio Ethics Commission or comparable resources, including remote/online training which may be specific to planning, land use and other specialized aspects of municipal government, but any training session with a quorum of a Village public body scheduled in advance to attend shall be subject to notice requirements as a pre-arranged discussion of public business, even if no action is anticipated.
   (d)   An employee's failure to complete ethics training as required may be grounds for disciplinary action in accordance with the Personnel Policy Manual. An elected official's failure to complete ethics training is subject to Council oversight in accordance with any applicable Council rules. An appointed official's failure to complete ethics training is also subject to Council action which may result in removal of the appointee. If so removed, the appointee is ineligible for hiring or appointment by the Village for twelve months from the date of removal.
