414.02 THROUGH STREETS; STOP AND YIELD RIGHT-OF-WAY SIGNS.
   (a)   All state routes are hereby designated as through highways, provided that stop signs, yield signs, or traffic-control signals shall be erected at all intersections with such through highways by the Department of Transportation as to highways under its jurisdiction and by local authorities as to highways under their jurisdiction, except as otherwise provided in this section. Where two or more state routes that are through highways intersect, and no traffic-control signal is in operation, stop signs or yield signs shall be erected at one or more entrances thereto by the Department or by local authorities having jurisdiction, except as otherwise provided in this section. Whenever the Director of Transportation determines on the basis of an engineering and traffic investigation that stop signs are necessary to stop traffic on a through highway for safe and efficient operation, nothing in this section shall be construed to prevent such installations. When circumstances warrant, the Director also may omit stop signs on roadways intersecting through highways under his or her jurisdiction. Before the Director either installs or removes a stop sign under this division, he or she shall give notice, in writing, of that proposed action to the affected local authority at least thirty days before installing or removing the stop sign.
   (b)   Other streets or highways, or portions thereof, are hereby designated as through highways if they are within the Municipality, if they have a continuous length of more than one mile between the limits of the street or highway or portion thereof, and if they have stop or yield signs or traffic-control signals at the entrances of the majority of intersecting streets or highways. For purposes of this section, the limits of the street or highway, or portion thereof, shall be the Municipal corporation line, the physical terminus of the street or highway, or any point on the streets or highway at which vehicular traffic thereon is required by regulatory signs to stop or yield to traffic on the intersecting street, provided, that in residence districts, the Municipality may by ordinance designate such street or highway, or portion thereof, not to be a through highway and thereafter the affected residence district shall be indicated by official traffic-control devices. Where two or more through highways designated under this division intersect and no traffic-control signal is in operation, stop signs or yield signs shall be erected at one or more entrances thereto by the Department or by local authorities having jurisdiction, except as otherwise provided in this section.
   (c)   The Department or local authorities having jurisdiction need not erect stop signs at intersections they find to be so constructed as to permit traffic to safely enter a through highway without coming to a stop. Signs shall be erected at such intersections indicating that the operator of a vehicle shall yield the right-of-way to or merge with all traffic proceeding on the through highway.
   (d)   Local authorities, with reference to highways under their jurisdiction, may designate additional through highways, and shall erect stop signs, yield signs, or traffic- control signals at all streets and highways intersecting such through highways, or may designate any intersection as a stop or yield intersection, and shall erect like signs at one or more entrances to the intersection.
   (e)   Every stop sign shall bear the word “stop” in letters not less than six inches in height. Every stop sign shall be located as near as practicable to the property line of the street or highway at the entrance to which the stop must be made, or at the nearest line of the crosswalk thereat, or, if none, at the nearest line of the roadway.
   (f)   As provided in division (b) of this section, the following streets or portions thereof are in residence districts and are hereby declared not to be through streets for speed limit purposes, but only for the purpose of erecting stop signs or other official traffic-control devices at intersecting streets.
      (1)   Allen Street. Allen Street shall be through from Xenia Avenue to Livermore Street and from Livermore Street to Corry Street.
      (2)   Corry Street. Corry Street shall be through from Dayton Street through its junction with Hyde Road.
      (3)   Davis Street. Davis Street shall be through from High Street to Phillips Street.
      (4)   Dayton Street. Dayton Street shall be through from the west corporate limits to U.S. Route 68.
      (5)   East Enon Road. East Enon Road shall be through from West South College Street to the south corporate limits.
      (6)   Elm Street. Elm Street shall be through from Dayton Street to Walnut Street.
      (7)   Green Street. Green Street shall be through from North College Street to South College Street.
      (8)   Herman Street. Herman Street shall be through from its western end to Xenia Avenue.
      (9)   High Street. High Street shall be through from Yellow Springs-Fairfield Road to Dayton Street and from Dayton Street to Limestone Street and from Limestone Street to Whiteman Street and from Whiteman Street to South College Street.
      (10)   King Street. King Street shall be through from Dayton Street to Yellow Springs-Fairfield Road.
      (11)   Limestone Street. Limestone Street shall be through from Dayton Street to High Street and from High Street to Phillips Street and from Phillips Street to Xenia Avenue and from Xenia Avenue to Corry Street.
      (12)   Livermore Street. Livermore Street shall be through from South College Street to Allen Street and from South College Street to Davis Street.
      (13)   Meadow Lane. Meadow Lane shall be through from Allen Street to Spillan Road.
      (14)   North College Street. North College Street shall be through from the western end at Green Street to High Street and from High Street to Xenia Avenue.
      (15)   Pleasant Street. Pleasant Street shall be through from Stafford Street to Winter Street.
      (16)   President Street. President Street shall be through from Allen Street to and including its junction with Corry Street.
      (17)   Southgate Avenue. Southgate Avenue shall be through from the south corporate limits to Brookside Drive.
      (18)   South College Street. South College Street shall be through from East Enon Road to Wright Street and from Wright Street to High Street and from High Street to Xenia Avenue.
      (19)   Spillan Road. Spillan Road shall be through from Allen Street to the south corporate limits.
      (20)   Stafford Street. Stafford Street shall be through from Yellow Springs- Fairfield Road to Dayton Street.
      (21)   Tully Street. Tully Street shall be through from North College Street to Center College Street.
      (22)   Walnut Street and Polecat Road. Walnut Street shall be through from Yellow Springs-Fairfield Road to Dayton Street and from Dayton Street to Limestone Street, except that the intersection of Yellow Springs-Fairfield Road and northbound Walnut Street shall be a stop intersection. Polecat Road shall be through from the north corporation line to Yellow Springs- Fairfield Road, except that the intersection of southbound Polecat Road with Yellow Springs-Fairfield Road shall be a stop intersection.
      (23)   Whiteman Street. Whiteman Street shall be through from High Street to Xenia Avenue and from Livermore Street to President Street.
      (24)   Winter Street. Winter Street shall be through from Yellow Springs- Fairfield Road to Dayton Street.
      (25)   Wright Street. Wright Street shall be through from Dayton Street to South College Street and from Dayton Street to the corporation limits.
      (26)   Xenia Avenue. Xenia Avenue shall be through throughout its entire length.
      (27)   Yellow Springs-Fairfield Road. Yellow Springs-Fairfield Road shall be through from its western end to Walnut Street.
      (28)   Northwood Drive. Northwood Drive shall be through from Polecat Road to Whitehall Drive.
      (29)   Glenview Drive. Glenview Drive shall be through from President Street to Corry Street.
