Whenever a fine is imposed in whole or in part as punishment for a misdemeanor provided by an ordinance of the Village or a statute of the State, the Mayor has the authority to order that the defendant stand committed to the Greene County Jail until the fine is paid, unless such failure to pay is the result of the defendant's indigency. Such persons so committed to jail shall receive credit upon such fine at the County rate currently in effect.
