242.02 CHIEF OF POLICE.
   (a)   Appointment. The Chief of Police shall be appointed by the Village Manager and shall serve at the pleasure of the Village Manager as provided by the Charter.
   (b)   Duties. The duties of the Chief of Police shall include, but shall not be limited to, the following:
      (1)   Serving as commanding officer of the Police Department;
      (2)   Formulating and enforcing Department policy and procedure and exercising such powers connected with the office as may be provided by statute, ordinance and the Village Charter. The Chief is responsible for proper and efficient enforcement of all laws and ordinances which the Police Department is authorized to enforce. The Chief shall perform any other tasks that may be assigned by the Village Manager.
      (3)   Maintaining discipline throughout the entire Department and being responsible for the conduct and general behavior of police officers and civilian employees.
      (4)   Performing any and all specific functions that may be contained in his or her employment agreement with the Village Manager.
