Council shall adopt such written rules and regulations as may be necessary for the proper enforcement of this chapter, provided that such rules and regulations are not in conflict with this chapter. The Building Official shall file a certified copy of all rules and regulations which may be adopted by Council with the Clerk of Council. Such rules and regulations shall have the same force and effect as the provisions of this chapter, and the penalty for violations thereof shall be the same as the penalty for violations of this chapter.
