The Village Manager is hereby authorized to issue building permits through the Building Department if plans for the proposed work comply with applicable zoning laws and the provisions of the codes adopted in Chapters 1420, 1422 and 1424 of these Codified Ordinances. The Village Manager is authorized to inspect from time to time such buildings and properties for which permits have been issued by the Building Department. If the building or structure has not been built in conformity with provisions of applicable zoning and building codes, and the permits issued, the Village Manager, or his or her agent, shall notify the owner thereof, and such unlawful structure shall be made to conform to the requirements of the permits so issued within a reasonable time, to be fixed by the Village Manager, or his or her agent, in the notice.
