(a) The Village Manager shall be designated the Building Official for the Village and he or she shall enforce all provisions of the OBOA One, Two and Three Family Dwelling Code, as adopted in Chapter 1420, and those provisions of the Ohio Basic Building Code, as adopted in Chapter 1422, that he or she is empowered by law to enforce. The Village Manager may, at his or her discretion, appoint deputies as specified in the building codes adopted. The rulings and judgments of Building Official deputies shall be appealed by way of processes established in the building codes adopted. Appeals of rulings of Building Official deputies shall not be acted upon by the Building Official unless so specified by the adopted building codes.

(b) The Village Manager shall, in all cases, act to prohibit such construction as would be in violation of recorded plat restrictions when such plat restrictions are known to exist.
